Overview
The Housing Committee provides loans at zero percent interest rate financing for emergency repairs to single-family residential dwellings in Otsego County. Area median income (AMI) not to exceed 80% of household. Emergency repairs consist of a minimum of $2,500 loan for replacement of existing water wells, septic systems, leaking roofs, furnace and water heaters, with an affordable payment not exceeding 25 year term.
Program funding is announced in local newspapers, flyers, radio announcements and meetings.
Personnel Selection
The Board of Commissioners in conjunction with the Housing Committee by the direction of the county personnel policies and hiring procedures appoints the Housing Director and Clerk. The Board of Commissioners in conjunction with the Housing Committee appoints housing members from the local community to review projects and bids to determine if eligible.
Relationship to the County Board
The County Board provides a vital housing resource to the community by granting a governing Housing Committee. The board participates in the selection of the professional housing board and staff, furnishes office space and utilities, and approves operational grants.
Departmental Revenues
Support for the Housing Committee is granted from Michigan State Housing Development Authority (MSHDA) - HOME, Neighborhood Enhancement Program (NEP), USDA - Rural Development, Michigan Economic Development Corporation (MEDC) Community Development Block Grants Program Income, MSHDA Property Improvement Program and Federal Home Loan Bank - Neighborhood Impact Program. The Housing Director writes grants to provide funding.
